Effective measures to balance the development and resource conservation goals of local governments are described in this handbook. Emphasis is placed on "how-to" techniques that local governments can implement to achieve community goals, preserve local natural resources and protect the Bay. Land management techniques are presented, including: urban growth boundaries, transfer or purchase of development rights, transit oriented development and traditional neighborhood development. This handbook is designed to assist local government officials, landowners, community activists, and others with identifying models and plans available to protect, conserve, and restore wetlands. It details how local governments in the watershed can acquire wetlands, implement land-use planning, create financial incentives, provide technical assistance, and conduct Projects & Programs. Local governments concerned about wetlands can utilize state and federal resources to preserve, enhance or restore wetlands, as well as be aware of federal regulatory programs. This guide supplements Protecting Wetlands: Tools for Local Governments by identifying federal and state programs that provide technical assistance, cost-share programs and grants that are available to local governments and landowners.
Local governments can play a large role in pollution prevention (P2) efforts by using materials, processes and practices that reduce or eliminate the creation of pollutants or wastes at the source. Such initiatives protect the Chesapeake Bay, its rivers and streams. The Toolkit highlights the benefits of integrating P2 practices and provides lists of P2 activities for local governments, citizens and businesses.
Effective restoration and protection efforts can only happen with the participation of local governments. By highlighting model activities, case studies and examples, this catalog identifies the many opportunities local governments have to initiate action.
The Chesapeake Bay Program's Land Growth and Stewardship Subcommittee made an in-depth review of the economic and environmental impacts of residential development. This report identifies the factors that affect the capital cost of providing services and infrastructure to residential development; taking into account the costs attributed to different types, forms, and locations of residential development, specifically the costs of public service and infrastructure
